The Central Institute of Plastics Engineering and Technology was founded in 1986 to provide quality education and specialised skill up-gradation training and technology support services to Odisha's plastics and allied industries.

CIPET Bhubaneswar courses offer UG/PG programmes in science and engineering. With the approval of the All India Council for Technical Education (AICTE), New Delhi, and in affiliation with Biju Patnaik University of Technology (BPUT), Rourkela, Odisha, the Post Graduate (PG) programme M.Tech. in Plastics Engineering has been offered to students since 2003. Following that, B.Tech. in Plastics Engineering (2008), M.Tech. in Polymer Nanotechnology (2009), and B.Tech. in Manufacturing Engineering & Technology (2010) were offered with AICTE approval and in collaboration with BPUT, Rourkela. CIPET, Bhubaneswar, was recently accredited by the National Board of Accreditation (NBA) for its ongoing B.Tech. Programmes in Plastics Engineering and Manufacturing.

CIPET courses have been offering a 5-year CIPET Integrated M.Sc. (B.Sc. + M.Sc.) in Material Science and Engineering since 2010 and a 2-year CIPET M.Sc. in Polymer Science since 2013. The 5-year Integrated M.Sc. (B.Sc. + M.Sc.) in Polymer Science and MS by Research in Polymer Science and Engineering is introduced in the current academic year 2020-21.

The centre also offers training in the CAD/CAM fields, including CAD with CATIA, Creo (formerly Pro-E), Unigraphics, and CAM with Master CAM. Various Placement Linked Skill Development training programmes are being conducted with the support of the Central Government, State Governments, and Public Sector Undertakings (PSUs) such as NSFDC, NSKFDC, NBCFDC, DDU-GHY, OSFDC, PPT, ECL, and others. Each year, approximately 3000 students are trained in both long-term academic programmes and short-term courses.
